need a breakout board to mute sequencer steps

[airfrankenstein]

Hello
I bought some beh ringer 182 sequencers which I quite like. I'd like to make a breakout board which will allow me to mute (not skip) individual steps thereby introducing rests. I don't need an internal clock and think I could use a 4022 and toggle switches. In order to mute a step does the gate have to go to ground or does it just float ? If anybody knows of an existing inexpensive and small hp module that can do this/ a pub or layout thanks for sharing.
It's very similar I believe to the Befaco Mex.
